Duties Summary Positions in the Investigator series perform and/or supervise investigations concerned with suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements.
The Investigator IV level represents the journeyman level in the State service.
This level assumes full responsibility for performing investigations characterized by their complex nature and broad scope.
Level IV independently performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; coordinates with law enforcement officers and other agencies; and performs other related duties as assigned.
This position is located in the Compliance and Enforcement Branch, Insurance Division, Department of Commerce and Consumer Affairs, and is responsible for the independent investigation of complaints from the insurance industry and the public regarding alleged violations of the insurance laws, rules and regulations.
Duties and responsibilities include reviewing agency records, applications, receipts, and correspondence; interviewing individuals involved in the transaction; analyzing and presenting analyses of problems and the facts to parties involved and clarifying the issues; interpreting laws, rules, regulations and policies pertinent to the cases; and gaining cooperation and concurrence of parties involved.
Minimum Qualification Requirements To qualify, you must meet all of the following requirements: Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Specialized Experience: Two and one-half (2-1/2) years of progressively responsible professional investigative experience which demonstrated: A.
Initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; B.
The ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; C.
Skill in written and oral reports and presentation of investigative findings in a clear and concise manner; and D.
Tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Example of qualifying Specialized Experience: Investigation of complex casualty or insurance claims which included a substantial number of cases involving suspected crimes or alleged fraud.
Example of non-qualifying Specialized Experience: Investigation of minor insurance damage claims or of the financial standing of individuals or firms for credit associations or for collection agencies.
Selective Certification Requirement (Insurance Claims Experience): In order to effectively perform the duties and responsibilities of this position, applicants must possess knowledge of the principles, practices and procedures of claims adjusting; and insurance laws; and the ability to independently analyze and evaluate insurance agency records, standards and practices; and interpret insurance laws, and rules and regulations.
Therefore, certification of eligibles for this position shall be restricted to those applicants who meet the minimum qualification requirements for the class Investigator IV, and who possess at least ONE (1) year of professional work experience in insurance claims adjusting, OR ONE (1) year of experience as an Investigator III in the Insurance Division, Compliance and Enforcement Branch.
The Insurance Claims experience may have been gained concurrently as part of the above Specialized Experience, or in a separate capacity.
Supervisory Aptitude: Supervisory aptitude rather than actual supervisory experience may be accepted.
This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements, will apply.
