Overview: Location: Hickam AFB, Hawaii Pay rate: Up to $75,000.
00/Year Work Schedule: Normal hours operations consist of 8 hours of services/day during the hours of 0730-1630 Monday through Friday Benefits: PTO, holiday leave, Life, Accidental Death and Dismemberment, Short Term Disability Optional Benefits: Medical, Dental, Vision, 401(K) matching with employee participation in 401(K) plan Responsibilities: Serve as POC for MAJCOM-specific inquiries or functions in support of EFMP-M In collaboration with the senior medical advisor at the MAJCOM, serve as the POC for the MAJCOM/SG review of FDIs where a recommendation against family member travel was made at the base level.
Generate MAJCOM-level reports using approved data management systems upon request from the MAJCOM/SG and AFMOA/SGHW, providing data to those offices as needed.
The OCONUS MAJCOM EFMP-M Liaison will provide to the Program Manager, AF Programs for Families with Special Needs a quarterly report of FDI failures at each installation within their MAJCOM, noted trends in FMTS process violations, and the resolution of those issues.
Support extended training on EFMP-M functions at site-specific locations within the MAJCOM upon request by an MTF Commander Provide consultation to the Program Manager, Air Force Programs for Families with Special Needs, on identified MAJCOM EFMP-M issues and resolution of UEI findings at the MTFs within their MAJCOM regarding EFMP-M.
With the Special Needs Coordinators (SNCs) within the MAJCOM, ensure an organizational email account is established and maintained at each installation permitting direct communication with the EFMP-M offices.
To comply with AF and DoD provisions for safeguarding PII/PHI, emails containing such material are to 4 be sent encrypted.
Coordinate and provide to the MAJCOM/SG and Program Manager, Air Force Programs for Families with Special Needs, an annually reviewed memorandum specifying geographic areas of responsibility for Family Medical Travel Screening (FMTS), updated as needed.
The memorandum outlines the routing process for FDI packages to OCONUS bases and countries where military, Attaché, MPEP, SCO, civilian personnel, and their families are assigned/employed and located under government sponsorship.
Serve as POC, as needed, for Sister Service EFMP staff in support of family member travel considerations into AF areas of responsibility.
The OCONUS MAJCOM EFMP-M Liaison will provide oversight to MTFs to ensure appropriate coordination of FDIs involving anticipated EDIS that would be delivered by other branches of Service IAW DoDI 1315.

Notify AFMOA/SGHW EFMP-M organizational email of negative Service Availability Notices for Senior Leaders’ family members to determine courses of action.
Ensure requests for appeal of negative Service Availability Notices are processed IAW Chapter 3 this publication.
Work closely with the DoDEA overseas representatives.
The OCONUS MAJCOM EFMP-M Liaison consults with DoDEA as needed to coordinate relocation processes within the MAJCOM with mechanisms that ensure availability of special education services to eligible beneficiaries.
Provide AFMOA-authorized annual training to the MTF EFMP-M staff within the OCONUS MAJCOM on EFMP-M processes, policies, and procedures.
In collaboration with MAJCOM Health Benefits Advisor, consult with liaison services as needed for service availability in host nations to support Attaché, MPEP, and SCO FMTS, pinpoint assignments for RegAF sponsors (when indicated by AFPC), and other MAJCOM-level coordination of relocation actions as necessary.
Advise AFMOA/SGHW of: • Locations within the MAJCOM where there are inadequate or unavailable special educational services, early intervention services, or regional medical services that limit appropriateness of accompanied assignments.
• Inter-Service challenges within the FMTS process.
• Incidents within the RegAF or DoD civilian FMTS processes that warrant higherlevel review.
• Reviews base level Facility Determination Inquires (FDI) that have violated the EFMP-M process; resolves process issues with MTF, gaining MAJCOM/EFMP-M staff, AFPC/DPAPH and AFMOA/SGHW or SGHQ, as needed.
• Reviews and validates travel recommendations for base to base OCONUS FDIs 5 and appeal requests.
• Ensures all bases within the MAJCOM submit current appointment letters to AFMOA/ SGHW for all EFMP-M MTF Staff positions, signed by the MTF Commander (CC).
• Conduct Staff Assistance Visits (SAV) at MTFs, at request of the MTF/CC, and as approved by COR.
• Provides annual training to the MTF EFMP-M staff within the PACAF region on EFMP-M processes, policies and procedures.
Methods of training will be through telephone based conferences or otherelectronic means as the preferred method.
TDY travel (as permitted by funding availability) for training will need to be reviewed and appoved on a case-by-case basis.
• Utilizes/maintains special needs data management systems to ensure process integrity.
Collects, evaluates, and interprets EFMP related data to identify and clarify issues, trends, and concerns.
Determines appropriate course of action to positively affect mission readiness.
Generates PACAF level data analysis, reports, and briefs to varying levels of Command, as needed orrequired.
• The contractor will identify trends, base-level specific challenges or incidents and work with the respective bases' Special Needs Coordinators (SNCs) to ensure compliance with AF guidance.
• Prepare reports and provide MAJCOM specific data to AFMOA/SGHW, upon request, to facilitate process management.
• Prepare and submit to AFMOA/SGHW, a quarterly report of FDI Failures identified at each MAJCOM installation.
The contractor will note trends in the FMRC process, with recommended resolution of those issues.
The contractor shall maintain this data so that it is readily available for retrieval and use by the MAJCOM or AFMOA/SGHW/SGHQ while ensuring HIPAA compliance.
• Provides consultation to the Program Manager, Air Force Programs for Families with Special Needs, on identified MAJCOM EFMP-M issues and resolution of UEI (inspection) findings regarding EFMP-M.
• Recommends and disseminates additional policy or guidance specific to the MAJCOM to promote efficient and effective EFMP-M operations.
Considers joint basing requirements at installations within the Command.
• On behalf of the PACAF/SG, prepares and coordinates an annual memorandum specifying MAJCOM (PACAF) geographic area of responsibility for Family Member Relocation Clearances (FMRC) that outlines routing process for FDIs packages to bases and countries where military members and families could be assigned; updated as needed.
Provides updated memoranda to AFMOA/SGHW.
6 • In collaboration with the senior medical advisor at the MAJCOM, reviews all FDI packages from gaining bases within the command when medical or educational services are not available at a given base to support active duty assignments.
• After completion of FDI review/validation of travel recommendations, notifies AFMOA/SGHW of any recommendations against travel for Senior Leaders' family members.
• Maintains detailed logs and records of all FDls, actions/decisions taken, Appeals, FDI failures, and so on.
Maintain all documentation IAW AF Policy (AFRIMS), HIPAA/PII guidance and/or AFMOA guidance.
• Ensures requests for appeal of recommendations against travel areprocessed IAW AFI 40-701, para 3.

• Reviews all incoming Facility Determination Inquiries (FDI) submitted from PACAF EFMP-M clinics to MAJCOM with non-recommendation of travel.
• Identifies issues/problems; discusses unusual or questionable FDl's with Senior Medical Advisor/Behavioral Health Consultant, as appropriate, so a final decision on the travel recommendation can be reached.
• Coordinates FDI reviews with Tricare Pacific Medical Director, DOD Educational Activity, PACAF Senior Medical Advisor and AFMOA as needed for families projected for geographically separated units (non-MTF locations).
Ensures the FDI is completed within 14 business days.
The Contractor shall provide other administrative type support to the HQ PACAF/SG directorate, as requested.
This may involve a variety of highly skilled administrative, support activities that require confidentiality, independent judgment, strong interpersonal skills, accuracy, and attention to detail.
The contractor: Will ensure interactions with all internal and external stakeholders shall be conducted in a professional manner to establish and maintain positivestakeholderrelations/satisfaction.
Qualifications: Experience: Must have a medical background, to include relevant special needs or case management work experience in the last 5 years, Degree: A degree from an accredited university.
A minimum of a bachelor’s degree is required, preferably a master’s degree, from an accredited university in one of the following areas: nursing, social work, medical case management, or social sciences.
Additional Qualifications: Knowledge and skills in English grammar, spelling, and punctuation, skills in operating office equipment including photocopies and facsimile.
