Duties and Responsibilities
** Serves as the Child Care Center Assistant Director and exercises leadership and independent judgment, and decision-making authority as delegated by the Child Care Center Director.
** Assumes day-to-day roles and responsibilities for the program, and serves as the acting Center Director in the absence of the Center Director.
** Assumes time-sensitive duties on the behalf of the Fiscal Administrator when on leave.
** Develops, implements, and maintains a plan for regular building maintenance in coordination with the Director that includes remediation and repair project monitoring, planned inspections relating to licensing and accreditation renewals, and regular internal safety inspections.
** Revises, maintains, communicates, and trains staff on operational procedures to ensure appropriate control of daily operation, reasonable mitigation of risk, emergency planning is current and appropriate, and operational standards are in accordance with current licensing and accreditation standards and regulations.
** Develops, implements, and maintains a quality assurance plan in coordination with the Director that regularly monitors and assesses the implementation of policies, procedures, and practices defined by the program, reports on performance to standards, and identifies training issues or barriers to performance to the Director.
** Oversees the daily scheduling of full-time and part-time staff, interns, volunteers, and observers to ensure appropriate classroom coverage, and that breaks, leaves of absence, and professional development leaves are accounted for in the schedule.
** Develops and conducts staff training on current issues relating to the strategic plan, changes in the field, or current issues at the state and national levels.
** Collects and reports on center data, including but not limited to, child and family demographics, quality control efforts, support services usage and effectiveness, child safety, staff and family satisfaction surveys, and staff training effectiveness.
** Purchases and oversees delivery and installment of various materials, tools, and equipment necessary for center improvement and sustainability, in collaboration with the Director.
Ensures all procurement are in compliance with institutional, state, local, and federal laws, regulations, guidelines, and standards.
Assists Director in recruiting, hiring, orienting, and onboarding full-time and part-time teaching staff, and student assistant support staff, in accordance with licensing and accreditation standards and regulations, and institutional, state, and federal employment policies, guidelines, regulations, and laws.
Assists with licensing and accreditation renewal activities, including but not limited to, development of program portfolio, assistance and support of classroom portfolios, and other necessary documentation and process development as necessary.
Collaborates and coordinates with staff and service professionals in the development and implementation of individual child support plans for children with unique or special needs.
Assists staff monitoring, assessing, and identifying approaches to these needs when necessary.
Collaborates and coordinates with staff and families to enhance supportive communication regarding sensitive areas and discussion topics.
Develops and implements varied mechanisms for family communication, such as posters, flyers, infographics, newsletters, or digital media messages that address program activities and operations, available support services, approaches to parenting young children, family engagement and networking, and other program enhancement efforts.
Coordinates with the Manoa Student Basic Needs Center and other organizations within the UH system to share information and services in mutual support of UH students, faculty and staff, and identifies opportunities for cross-departmental coordination of information and support within the UH system.
Maintains awareness of current state and national trends, and best professional practices in early childhood care and learning, and family support services fields.
Identifies opportunities within the early childhood care and learning field, and family support services field, to share information, resources and other forms of support with the view to improve these fields, and implements support activities including conducting workshops and working on various projects or committees for state and national organizations in the field.
Identifies, creates, and implements opportunities within the local and state communities, schools, and other organizations to share information, resources, and other forms of support for children, families, and staff; improving transitions into and out of the center.
Assumes the role of a classroom teacher when necessary to ensure program stability and appropriate teacher-to-child ratios.
Assists with food program and associated kitchen work when necessary to ensure timely distribution of food and appropriate completion of kitchen work.
Provides direction and assistance to class or kitchen staff in emergency or critical situations.

**Denotes essential functions Minimum Qualifications Possession of a baccalaureate degree in Early Childhood Education/Child Development and 5 year(s) of progressively responsible professional experience with responsibilities for Early Childhood Education/ Child Development, of which 3 years of professional experience must be in education at the preschool level; or equivalent education/training or experience.
Considerable working knowledge of principles, practices and techniques in the field of Early Childhood Education as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with Early Childhood Education.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Major course work in Early Childhood, Child Development or related field.
Ability to meet the State of Hawaii, Department of Human Services licensing/staffing requirements.

Considerable knowledge of curriculum development and evaluation methods, practices, materials and techniques in providing early childhood education and care services.
