The Honolulu Authority for Rapid Transportation (HART) is responsible for the design and construction of Honolulu’s rail transit system.
It is the largest infrastructure project in Hawaii and is the nation’s first fully-automated commuter rail system, so it is an exciting time to be at HART, as the first half of the rail system recently opened to the public.

HART seeks a dedicated self-starter to join our Planning team as Permits and Hazardous Materials Manager.
Under direction of the Director of Planning, the position is responsible for identifying, tracking and reporting on owner-furnished permits for the project, including coordinating design details with various stakeholders.
This position also serves as the HART program manager for hazardous materials coordination and includes reviewing, directing, and tracking contractors' and consultants' performance on HART's behalf.

*DUTIES AND RESPONSIBILITIES*
* Facilitates coordination between project stakeholders, government agencies, and project staff, to resolve project design details, and ensure owner-furnished permit applications are accurately completed in a timely manner.
* Manages the permit acquisition process and resolves permit disputes.
* Serves as HART's liaison to City/State/Federal agencies that deal with hazardous materials identification and/or disposal; and, performs as contract manager for HART's Hazardous Materials Identification and Disposal Contract.
Responsible for invoice review and approval, tracking consultant/agency interaction and reporting on consultant performance.
* Monitors project deliverables and timelines, notifies the proper parties when issues arise, and takes corrective actions, as needed.
* Maintains project records by creating a master log of all permits; identifies discrete deliverables and milestone dates; and prepares permit-related provisions for draft and final RFP's for future contracts.
* Reviews and transmits consultant-generated Hazardous Materials reports and findings to appropriate City/State/Federal agencies.
* Oversees project noise monitoring records near sensitive receptors and provides updates to agency inquiries.
* Monitors soil and groundwater sampling requirements for soil disposal and reuse.
* Supervises staff members of the HazMat team and delegates duties and responsibilities, as appropriate.
*MINIMUM REQUIREMENTS*
* _*Education Requirement*_: Equivalent to graduation from a regionally-accredited college or university with specialization in city planning, architecture, engineering, economics, sociology, public administration or a related field.
* _*Experience Requirement:*_ Four years of professional (post-bachelor's degree, non-clerical) work experience in land use planning, engineering, architectural design, environmental review, construction management, or related activities, which shall have included responsibility for the coordination of and/or review of multiple requirements for land use, construction, and building permits and one year of supervisory experience.

HART does not cover any relocation costs, and this position is not eligible for tele-working
