Responsible for developing HSQE strategies and the implementation of the Young Brothers (YB or Company) safety and quality management systems for all YB operations.
The Director directs HSQE policies and compliance for Company business units throughout the organization.
Works proactively with regional and corporate leadership to build and maintain a culture that fosters continuous improvement and operational excellence throughout the organization.
Oversees all management system programs ensuring that a HSQE program is in place and periodically updated.
As this position is responsible for implementing a long-term health, safety, quality, and environmental strategies and promoting a world class safety culture through operational excellence, in doing so the Director carefully develops and tracks leading and lagging indicators and conduct the appropriate trend analysis to ensure that the set goals, objectives, and targets are met.
The Director of HSQE will report to the President of the company and provide guidance and direction for all aspects of operational HSQE-related activities including, but not limited to, the development and execution of training programs for marine and terminal employees, operating and voyage plans, and strategies to ensure compliance with YB’s vision, mission, and operational excellence programs.
This position will also act as a member of the leadership team (LT) advising the LT and operations staff in marine and terminal operations.
He/She must have the knowledge, expertise, and credibility to advise all marine and terminal operations personnel, and YB’s leadership team.
To facilitate effective HSQE execution and alignment, the Terminal and Marine Safety positions within YB’s operations organization will have dotted-line reporting to the Director of HSQE.
This position may act as a Qualified Individual and or Company Incident Commander.
These functions shall be carried out in close coordination with operations, legal, HSQE, human resources, communications, and labor relations, to the extent applicable and necessary.
Liaises with the applicable Saltchuk Marine and Saltchuk leadership team, as appropriate.
ESSENTIAL FUNCTIONS: Organizational Development Directs, supports, and coaches the operations-based HSQE team members to execute on their applicable department Develops, organizes, and communicates, operational vision, goals and Provides operational support and guidance to HSQE management stakeholders to ensure proper management system implementation and reduce operational Works operations-based HSQE team members, to ensure they approach the execution of their respective responsibilities by leading by example, being engaged, coaching, educating, and fostering relationships of trust with all company employees.
Performs special duties and other projects, as assigned Adheres to all company policies and procedures Accomplishes all tasks, as appropriately assigned or requested Corporate Compliance Authority to ensure that business is conducted in an ethical manner, in accordance with YB’s safety and quality management Develops, monitors, adjusts, and where needed, actively supports implementation of HSQE management system policies and procedures.
Guides operational improvement through assuring compliance.
Represents the company at community functions, industry forums as appropriate.
Monitors regulatory and rule changes that affect the company vessel(s), equipment, fleet, and implementation of the safety management Provides guidance on regulatory changes affecting marine and terminal Responsible for all company audit functions including third party and Classification Society audits and directs the completion of audits from the HSQE Financial Provides guidance to company business units on training requirements so that proper budgeting is carried out to meet Responsible for the HSQE’s Department Budget Supervisory and Leadership of Direct Staff Be a leader for “Speak Up”, including encouraging peers and staff to exhibit a safe and ethical Understands and complies with the company policies and procedures, including EEO, Non- Discrimination, Harassment, and Saltchuk Code of Ethical Business Effectively communicates corporate goals and objectives Provides direction and leadership to achieve company Core Values, Mission and Safety Addresses inter- and intra-department training needs and counseling, as needed.
KNOWLEDGE OF: Tugboats, deck barges, coastal and ocean towing operations, ship assist work and, terminal operations Command of the English language necessary for oral, written, and telephone Software: Word, Excel, Power Point International Safety Management (ISM) International Standards Organization (ISO) Environmental Compliance Requirements Basic accounting principles and budgeting Marine investigation and root cause analysis techniques Project management experience SKILLS AND ABILITIES: Excellent communications and human relations skills in dealing with marine, terminal, and shoreside employees at all levels, and working with bargaining unit leaders and employees.
Able to serve as the Designated Person Ashore, Qualified Individual (QI), and Incident Ability to implement plans, programs, and policies across the entire Solid presentation skills with large Must be able to build and maintain effective working Ability to organize workload and prioritize projects in an ever-changing Ability to work under pressure.
Ability to demonstrate high ethical standards of honesty and integrity to lead by MINIMUM QUALIFICATIONS: 7-10 years experience in all HSQE functions preferred.
Maritime academy education or Bachelor’s degree is required.
