*About the Role*
Under the direction of Chief Operating Officer (COO) or designate, performs human resources (HR) and administrative service related duties with responsibilities in the following functional areas: HR administration, payroll, recruitment, retention, employee and labor relations, and employment.
Collaborates with ProService Hawaii on other HR support services to include HR system, legal compliance, safety, worker’s compensation, HR reporting, and training & development.
Serves as the primary point of contact for all HR matters and oversees all employee issues.
Member of the management team.
*Essential Duties and Responsibilities* *Payroll and Compensation* * Advise executive team on compensation strategy for organizational equity.
Process and manage payroll for accuracy to ensure FLSA and contract requirements are met.
*Benefits & Insurance Administration* * Administer and manage contracts for employee benefit programs; including 401k retirement plan, health insurance, life insurance, Employee Assistance Program, etc.
* Manage employer insurances by working with our 501c3 trust partners on our unemployment insurance and claims, and by coordinating TDI and workers compensation claims with Proservice PEO.
*Employee Records and Data Management* * Accurately maintain personnel records, the HRIS (iSolved) platform, and the HR Sharepoint library.
Provide reports on HR data to ensure compliance with organizational audits, contracts and legal requirements.
Assist the COO and/or designate with managing the annual budget for HR and administrative expenses.
*Talent Acquisition & Lifecycle* * Recruit new employees, temporary staff, interns, and 1099 contractors in partnership with hiring managers and sometimes third party staffing agencies with a staffing strategy to attract strong talent who thrive on a collaborative team and rooted in furthering diversity, equity, and inclusion principles.
Manage the onboarding and offboarding process for all staff, including the new hire orientation program.
*Collective Bargaining Agreement* * Secondary representative to the CEO and COO for AUW with collective bargaining unit.
Implement and administer collective bargaining agreement.
Communicate with union representatives and union employees on matters relevant to the Collective Bargaining Agreement with consultation from Hawaii Employers Council partnership.
*HR Policy &Compliance* * Identify, formulate, recommend, and implement policies and procedures relating to efficient and fully compliant human resource operations, to include compensation and benefit administration, employment and training, performance appraisal and discipline/discharge, and updated Employee Handbooks for bargaining and non-bargaining employees.
Support the management team on any emergency and safety initiatives *Employee Engagement & Development* * Create and implement an employee engagement plan for wellness, employee recognition programs, and team building events.
Work with Operations Manager on an employee learning and development strategy to provide ongoing employee trainings on work skills, DEI, etc Implement 360 reviews or similar and manage the Culture Amp platform to promote a culture of transparency and open feedback.
*Employee Relations & Performance* * Coordinate the employee performance review process and advise supervisors on best practices.
Manage employee performance improvement, investigation, and counseling procedures, in partnership with supervisors, as needed.
Capably manage and document employee conflicts, incidents, and investigations with objectivity and discretion.
*Diversity Equity and Inclusion (DEI)* * Strategize with COO and CEO and management team on diversity, equity, and inclusion plans for the organization, aligning efforts to the Rediscovering Hawaii Soul framework.
Administer and uphold organizational initiatives to promote a positive and inclusive working environment, for all employees, managers, and staff.

· Experience in a medium-sized or non-profit organization as a line manager or staff administrator and previous working experience in a team environment preferred.
· PHR/SPHR certification preferred.
