This posting is for the State of Hawaii, Department of Human Services, Commission on the Status of Women (CSW).
This position is located in Downtown Honolulu, Oahu.

Duties Summary This position is responsible for formulating and implementing all Commission programs to meet its legislated goals and objectives under general guidance from the Commission Chairperson.
The executive director implements programs and initiatives which contribute to the goals of the Commission, and develops long range strategies and initiatives that address a wide range of issues impacting women and girls including but not limited to education, employment, economics, and health care.
Minimum Qualification Requirements LEGAL AUTHORIZATION TO WORK REQUIREMENTS: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
EDUCATION: Bachelor's degree in Women's Studies, Public Administration, Political Science, Communications, Social or Health Science.
EXPERIENCE: Two years of work in a field related to the work of the Commission, legal or legislative experience, public policy development, research or analysis.
Experience in new media strategies - capacity to launch and maintain a social media presence for the Commission, including but not limited to blog, Facebook, Twitter, LinkedIn.
KNOWLEDGE: Demonstrated knowledge of the current needs and problems of Hawaii's women and girls.
Principles and practices of administration, including program planning and execution and fiscal management.
Knowledge of the legislative process on the county, state and federal levels.
SKILLS/ABILITIES: Ability to analyze facts, legislation, rules and regulations.
Write and speak clearly and convincingly to legislators, government officials, public and private organizations and community groups.
Sound management and organizational skills.
Proficient in current Microsoft Office suite software required - including Word, Outlook, Excel, PowerPoint, Publisher, and Internet.
Able to coordinate and manage website presence for the Commission, including developing, writing and routinely updating web content, electronic notifications, electronic invites, registrations and surveys.
Ability to think creatively, initiate and manage projects and programs, work independently, communicate effectively.
Commitment and desire to improve the status of women and girls in Hawaii.
Ability to work with an all volunteer, appointed board.
Other Information This position is exempt from the civil service and considered temporary in nature.

Premium Conversion Plan Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Transportation Benefits Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.

eligible parking fees, monthly bus passes for TheBus, fare coupons for The Handi-Van, Vanpool Hawaii participation fee, etc.
) through pre-tax payroll deductions.
Deferred Compensation The State offers exempt employees a tax-deferred retirement savings program.

Temporary Disability Insurance Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.

In many departments there are numerous in-service training opportunities available.
Sabbatical leaves with pay are available for qualified employees.
