Duties Summary This position is in the Agribusiness Business Development Corporation (ADC) an attached agency to the Department of Business, Economic Development, and Tourism (DBEDT), and serves as the ADC’s resource for procurement and contracting activities.
The duties and responsibilities of this position include providing support and advisory services to the Executive Director and personnel in all the staff offices, on matters related to the department's procurement and contracting activities; supporting the day-to-day operations of the Corporations contract ; developing and implementing policies, procedures and practices for procurement and contracting; ensuring the department's compliance with applicable State and federal laws, rules, policies and procedures, and practices; mediating contract performance disputes for contract awards; reviewing and resolving contractor concerns, complaints, and protests regarding the bid solicitation and evaluation process, and the awarding of contracts.
Minimum Qualification Requirements Knowledge: The employee is expected to have the requisite level of knowledge and expertise in the topic area; federal, state, and county review, and approval processes; government operations; and project management necessary to carry out the duties of the position.
Skills/Abilities: The employee is expected to be a quick learner with excellent oral and written communication skills; able to effectively and appropriately respond to issues that arise; highly organized and reliable; and able to work well with others, both as a team member and as a team leader.
Understand and apply procurement policies, rules, regulations, and laws; give and receive oral and written instructions; use the computer; analyze bids.
Education: Graduation from an accredited 4-year college or university with a bachelor's degree preferred.
Excess work experience in progressively responsible administrative, professional, or analytical work experience which provided knowledge, skills, and abilities comparable to those required in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills, and abilities.
General Experience: One and one-half (1-1/2) years of progressively responsible professional or other responsible analytical work which involved gathering, evaluating, and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action.
Such experience must have demonstrated the ability to elicit information orally and in writing, apply problem-solving methods and techniques, identify alternatives, use judgement in determining appropriate alternatives, and prepare clear and concise written reports and recommendations for action.
Substitutions: Satisfactory completion of all academic requirements for a master's degree from an accredited college or university may be substituted for one (1) year of· the required General Experience.
Satisfactory completion of all academic requirements for a degree in law from an accredited school of law may be substituted for all the required General Experience.
Excess Specialized Experience may be substituted for the General Experience on a yearfor-year basis.
Desirable Specialized Experience: One (1) year of professional or other responsible work experience which included substantial and significant involvement in contract development and/or processing.
Such experience must have included responsibility for reviewing and analyzing contracts for conformance with policies, rules, regulations, and laws; recommending approval/disapproval of contracts and assisting department staff in the development and processing of contracts.
