Position Title: Director of Emergency Services & Safety (DESS)
Reports to: Divisional Secretary for Business
FLSA Status: Exempt, Full-Time
Job Summary: The DESS strategizes the division's role and responsibilities within regional emergency and safety management plans and maintains key professional relationships with regional emergency and safety management personnel.
It represents the division in all risk/safety management related matters including all emergency management partners in all sectors - government, nonprofit, and for profit.
In addition, the DESS will supervise any emergency services staff, volunteers, and is responsible for all preparedness, response, and recovery activities that affect the division as well as its services and programs.
The DESS will administer and oversee TSA safety programs and policies to comply with Federal and State regulations.
The position also develops, updates, and conducts safety and emergency management training relevant to the Hawaiian and Pacific Islands Division.
Essential Qualifications: Bachelor's degree in related field or an equivalent combination of education, training, and job experience.
At least 5 years of progressive experience in safety and emergency management and/or supervisory experience.
Background in community relations activities, budgeting, program development and fundraising.
Excellent verbal and written communications skills.
Excellent interpersonal and liaison skills.
Computer literate in Microsoft office, Google Forms/Jot Form.
Proven ability to supervise, develop, and train personnel.
Ability to work with minimal supervision.
Must be able to pass a criminal background check.
Must possess a current Hawaii driver's license with a clean driving record.
Must possess a valid passport.
Must be able to travel extensively.
General knowledge of The Salvation Army preferred.
Good health, allowing for continuous involvement in a high-stress disaster setting.
Preferred Qualifications: Graduate degree in emergency management, nonprofit management, or a related field.
Essential Functions: Oversee all divisional emergency preparedness, response, and recovery activities.
Respond to emergency situations.
Supervise and coordinate all disaster work in the division.
Coordinate Emergency Disaster Services (EDS) activities with Territorial Emergency Disaster Services Director.
Serve as the divisional liaison to all regional emergency management partners.
Identify safety training needs and coordinate safety training programs.
Work with other disaster response agencies in planning and coordination.
Develop response capabilities in each community we serve, as well as meet with emergency management and fire department personnel to establish good working relationship(s) and assist with organizing a response plan for each community.
Provide monthly report to the local Policy Group (CFC) about activities.
Oversee an emergency management training program.
Serve as a divisional emergency management trainer, including train-the-trainer and supervise other trainers (the expectation being that sufficient trainings will be held each year to ensure an adequate pool of trained volunteers is available in each region of the division).
Supervise, develop, and train all divisional emergency services personnel and volunteers.
Oversee the strategic assessment and planning process for divisional contingency activities.
Oversee a divisional emergency communications system, such as SATERN, Send Word Now.
Assess equipment readiness, functionality, mechanical issues and implement regular maintenance plan.
Assist with coordination of fundraising needed for disaster supplies and equipment.
Assume a leadership role in the Hawaii State VOAD and other pertinent non-profit emergency management networks with regular attendance at meetings.
Coordinate disaster response exercises and ensure divisional participation in local VOAD/Government response activities.
Attend seminars, conferences, and workshops on related topics, as required.
Be responsible for the care, storage, and upkeep of EDS equipment.
Develop a HIPAC Divisional Incident Management Team.
Develop and maintain Divisional Disaster Response Plan.
Develop multi-sector partnerships within the emergency management field.
Ensure that the EDS Volunteer Database information is kept current.
Maintain inventory of all disaster services equipment and preposition equipment for maximum effectiveness.
Work with each unit to develop active disaster committees.
Work with each unit to develop and upkeep emergency service profiles.
Provide updated information to PR staff for news releases and media information.
Represent the division as a public speaker, emergency management trainer, and/or conference panelist.
With approval, deploy to national/international disasters to support Salvation Army emergency efforts.
Work closely with personnel in corps/units, Human Resources, Risk Management, Legal, and Development Dept.
Develop annual safety goals.
Conduct periodic, routine, scheduled and comprehensive inspections of facilities, grounds, and equipment and work with appropriate personnel to ensure corrective action.
Maintain safety library (e.
g.
, videos, regulations, reference manuals).
Promote safety and health awareness through internal company memoranda, newsletters and emails.
Specific training programs as provided by Territorial Headquarters (THQ).
Lead/facilitate safety committee meetings with corps/units.
Assist as necessary in implementation of a hazard communication program and preparation of reports.
Review operating procedures/records and provides input for safety and health considerations.
Understand federal and state occupational safety and health regulations and monitor regulatory changes as they occur.
Provide technical support to all corps/units to ensure compliance with applicable occupational safety and health regulations.
Advise corps/units of regulatory changes and ensure mandatory compliance.
Audit practices and records of corps/unit.
Accountable for timely accident/incident investigations that involve TSA property, equipment, and personnel.
Monitor lost-time injuries/illnesses and worker's compensation claims.
Review injury/illness and non-injury incident investigation reports and follow up as necessary.
Other Functions: Participate in scheduled staff and other administrative meetings.
Maintain regular and punctual work attendance.
