*GENERAL PURPOSE OF POSITION*
The Director of Executive Affairs and Projects is responsible for facilitating implementation of strategic projects and initiatives necessary to successfully execute Board of Trustees (“BOT”) and Administration priorities in alignment with the OHA Strategic and implementation Plans.
The Director of Executive Affairs and Projects operates out of the Executive Office, which administers the strategic and operational activities of the agency.
*ESSENTIAL FUNCTIONS & RESPONSIBILITIES* 1.
Strategic Planning and Execution a.
Works with the CEO and Board of Trustees (“Board”) on the formulation of island-specific and statewide priority projects and initiatives including all related components and updates.
b.
Works with the CEO on the implementation of BOT and CEO priority projects and initiatives, including all related components, updates, and interfaces, with the BOT and/or its Committees, to accomplish those goals.
c.
Briefs the CEO on internal and external issues, trends, and developments which may have bearing on strategic and operational decision making and resources.
2.
Operations a.
Reviews strategic and operational materials, reports, and other communications relating to administrative, financial, and budgetary matters and makes recommendations to the CEO.
b.
Advises and counsels the CEO in decisions by providing pertinent information and insights or pointing out other workable alternatives.
c.
Reviews requests from operating programs that have major policy implications and makes appropriate recommendations to the CEO.
d.
Navigates cross departmental project initiatives by fostering collaboration amongst team leaders.
e.
Facilitates the access to governmental processes and procedures by OHA Executive Team, directors, managers, and staff.
f.
Meets and confers with Executive Team, directors, managers, and staff to resolve problems, clarify agency objectives and responsibilities, and suggest means for implementing recommendations approved by the CEO and/or the Board of Trustees.
g.
Conducts project and initiative due diligence including business case and financial modeling for Trustees and CEO consideration.
Coordinates and facilitates the progress of OHA projects, as identified by the CEO.
Works collaboratively with the Administration to ensure business case and financial modeling meets BOT and CEO strategic project and initiative goals.
h.
Develops effective working relationships with governmental agencies and private organizations that directly and indirectly interface with OHA.
i.
Represent the CEO or OHA in meetings and presentations before legislative, governmental and other agencies, as needed.
j.
Develop and co-implements agency-wide strategies to achieve short and long-term operational goals.
• Leads key priority projects and initiatives for the CEO; • Consults the CEO for the execution of strategic and implementation plans; • Drives decision making in line with the CEOʻs vision; and • Facilitates the development of key priority projects and initiatives.

Maintains strict confidentiality regarding conceptual and in-development projects and initiatives.
4.
The Director of Executive Affairs and Projects must fully support in action, language, behavior, and performance the priorities, decisions, and directives of the CEO.
5.
Regular attendance on a daily basis is required for this position.
OTHER DUTIES / RESPONSIBILITIES Performs other duties as assigned by the Chief Executive Officer.
MINIMUM QUALIFICATIONS Education, Training and/or Experience 1.
Graduation from an accredited college or university with a bachelor’s degree in public or business administration, management, political science, law, economics, or a related field.
2.
Four (4) years of progressively responsible administrative experience in government or a Native Hawaiian organization.
Administrative experience must be at the executive level.
Knowledge, Skills and Abilities 1.
Must have working knowledge of: • Native Hawaiian history and culture, and current Native Hawaiian social, cultural, educational, economic and political issues and trends; • Pertinent Federal and state law and regulations; • Principles and practices of public administration, organization management, and public relations; • Governmental finance administration and budgeting; and • Public agency governance, operations, and ethics.
2.
Must have demonstrated skills or ability to: • Facilitate planning and execution of strategies to implement priority projects that are consistent with OHA’s overall Strategic Plan, as well as federal and state parameters for the organization; • Obtain, analyze and evaluate facts, and prepare top level management recommendations relating to operations, organization, administrative standards, finance administration and budgeting; • Make sound management decisions; • Deal tactfully and effectively with other governmental officials, Trustees, staff, businesses, community organizations, beneficiaries, and the public; and • Communicate effectively, orally and in writing.
