On-Site Assistant Project Manager & Environmental, Health, & Safety (EHS) Manager
Job Summary:
The scope of services includes Project Management and Environmental, Health, & Safety (EHS) and will be performed on-site at the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii.
The ideal candidate shall perform work during standard PHNSY&IMF working hours (0630 – 1500) unless specifically requested by the Technical Point of Contact (TPOC) and agreed upon 5 days in advance, at a minimum.
Essential Duties and Responsibilities: (Not listed in order of importance; other duties may be assigned) and must be able to perform the following with minimal guidance: On-Site Assistant Project Manager & Environmental, Health, & Safety (EHS) Manager The Facilities Project Manager is responsible for managing multiple aspects of the planning, design, budget, renovation, and installation processes for the Project Management unit in Facilities Management.
The Manager reports to and assists the Project Manager and Government Technical Point of Contact (TPOC) with long-range project planning and represents the Government interacting with a variety of constituents including executives, local municipalities, tenants, and other members of the Navy community.
Essential Duties include: Leading development of project scope, budget, timeline, and obtaining necessary approvals Collaborating with Purchasing Department on RFP development and contractor selection Arranging expert consultation services required for Government projects, such as architects, engineers, surveyors, or designers Serving as point of contact between Government, committees, and external consultants/contractors Facilitating project meetings with appropriate internal and external stakeholders Keeping Government informed of project status, communicating any issues which impact project delivery Ensuring proper close-out of all projects, including final punch list and close-out documents Oversees work of architects, engineers, contractors, and other external service providers: Selecting appropriate consultation specific to the needs of the projects Reviewing service proposals contracts, and negotiating pricing Managing performance under contract Coordinates review and approvals of design documents and cost estimates Ensuring adherence to policies, procedures, safety guidelines, constructions safety procedures Obtains necessary approvals for job approval, change orders, and invoice Assist with capital planning by: Identifying project needs and deficiencies Estimating project needs Classifying and prioritizing major projects Supervise Project Management staff, including maintenance, technician and support personnel Lead hiring process Engage in performance improvement or corrective counsel as needed Delegate project assignments and monitor progress Perform other job-related duties as required or assigned Implement and manage a comprehensive safety training program base on OSHA and industry specific requirements.
Manage all safety aspects/phases of environmental remediation, asbestos/lead/mold abatement, and HAZWOPER projects.
Assist with workplace ergonomics program, active response and adjustments result in negating any mandatory program requirements.
Focus on achieving the highest levels of EHS performance through behavior-base initiatives, auditing, mentoring and expeditiously implementing change.
Provide training in OSHA program management resulting in improve safety culture and overall safety statistics.
Create comprehensive EHS procedures and complete the process-hazard analysis to meet regulatory deadlines.
Job Requirements: Qualifications: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Education / Experience / Certifications: Must possess Bachelor's degree in Architecture, Engineering, Construction Management, or related field plus five years of related experience, an Associate degree plus professional license (General Contractor, Building Inspector) plus five years of related experience, or other equivalent combination of education and experience.
Demonstrate a minimum of five (5) years of management of Naval Shipyard projects and processes, including facilities planning, installation & renovation processes, Military Construction (MILCON), Other Procurement Navy (OPN), Industrial Plant Equipment, Minor Property, development and setup of project management facilities, ship temporary systems, dry-dock and berth-side facilities, production shop processes, and coordination of the installation and testing of remote monitoring of electrical, air, or other utilities.
Excellent communication skills, verbal and written Proficient with Microsoft office applications Excellent organizational skills Must have a valid Hawaii driver's license Physical Requirements: Must be able to work at computer for extended periods of time.
Must be able to have repetitive wrist/hand/finger movement to work on computer and/or related office equipment.
May be required to stand/walk, grasp, reach, stoop/kneel/crouch, or climb/balance.
Occasionally required to drive to other locations.
Must have clarity of vision, three-dimensional vision, precise hand-eye coordination, and ability to identify and distinguish colors in order to observe and inspect construction sites.
