The State Recruiting Office will refer all inquiries regarding the exempt position to the Department of Commerce and Consumer Affairs.
Duties Summary The function of the Regulated Industries Complaints Office (RICO), Field Investigation Staff is to provide investigation, complaint resolution and enforcement services by conducting field investigations for consumer and licensee complaints and to conduct field inspections for the vocational boards, commissions and divisions under the jurisdiction of the Department of Commerce and Consumer Affairs (DCCA).
The position performs investigative activities germane to the prevention and detection of violations related to the rules, laws and regulations under DCCA jurisdiction.
The position also gathers information, writes reports and performs other related duties when RICO conducts "unlicensed sting and sweep" operations.
The position participates and issues citations in contemporaneous unlicensed cases as well as conducting full investigations.
Minimum Qualification Requirements Education: Graduation from an accredited four (4) year college or university with a bachelor's degree.
Specialized Experience: Two and one-half (2-1/2) years of progressively responsible professional investigative experience which demonstrated: (1) initiative, ingenuity, resourcefulness, and judgment required to collect, assemble, and develop facts and other pertinent data; (2) ability to think logically and objectively, to analyze and evaluate facts, evidence and related information, and arrive at sound conclusions; (3) skill in preparing written and oral reports and presenting investigative findings in a clear and concise manner; and (4) tact, discretion, and capacity for obtaining the cooperation and confidence of others.
Knowledge: Mandatory knowledge includes report writing, interview techniques, and principles and practices of investigation.
Skills/Abilities: Possess excellent communication skills both orally and written; deal tactfully with licensees and the public; understand and apply laws and rules relating to RICO operations; develop investigative plans and to write clear and concise reports.
Legal Authorization to Work Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
