Duties Summary The Special Project Specialist serves in the Administration Branch of Hawaii Emergency Management Agency (HI-EMA), Department of Defense.
The Administration Branch prepares for, respond to, and recover from disasters and emergencies caused by natural or human-caused hazards.
Administers and directs planning, programing, preparing, organizing, and training for the purpose of minimizing loss of life, property, and environment within the state.
The position provides support services to the Executive Officer to execute special projects that are not led by other team managers/leads.
The position facilitates the Administration Branch in expediting actions and identifying resources for any given team and cross teams.
The primary purpose of the Special Project Specialist is to design and implement the initial management plan to achieve project objectives; direct unit resources to achieve project objectives; recruit staff and supervise and coordinate with Federal, State and County partners to forecast, determine need, develop operational procedures and emergency project activities for the State of Hawaii.
This position also serves as a State Emergency Response Team (SERT) and Emergency Response Team (ERT) member during emergencies and disasters.
Minimum Qualification Requirements KNOWLEDGE: Program planning, government structures and operations, departmental protocol, and the State statutes, and operating rules and regulations.
SKILLS / ABILITIES: Excellent verbal and written communication skills.
Ability to effectively communicate through oral and written communication; and interpret data; demonstrate the ability to conduct complex research, organize and write comprehensive reports, plans and procedures; demonstrate good functional working skills in computer software applications; establish and maintain effective working relationships with public officials and private organizations; organize and conduct meetings and workshops; plan, organize and hold committee meetings involving internal staff members, government, and local community agencies to distribute and elicit information, and to relay information to colleagues and constituents orally and in writing the results of analyzing plans, budgets, requests for services, and problems; and recommending actions or appropriate alternatives if necessary.
EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree preferred.
Experience may be substituted for education on a year-to-year basis.
Experience must be of such scope, level, and quality to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree.
EXPERIENCE: Minimum five (5) years of project/program planning and development, responsible work experience in gathering, evaluating, and analyzing facts in the review of reports and manuals, and use of facts to resolve problems or make recommendations for the appropriate courses of actions.
Overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that the applicant has the ability to perform the duties of this position.
Applicant must possess a valid license to drive in the state of Hawaii.
This requirement is due to the potential for independent travel at all times of the day or night during activation, deployment, and other transportation requirements during emergencies.
Must be able to obtain a security clearance.
The SEOC is a closed environment without windows.
The facilities require continuous maintenance and improvements.
Incumbent must be able to work in such an environment.
Other Emergency Operations Center locations may be activated as necessary.
Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations.
Conditions of work require the ability to be available at all times, work additional hours with little or no advance notice and for extended periods of time, including weekends, and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.
Other Information This position is exempt from the civil service and considered temporary in nature.
Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative your department head or designee at any time.
