Duties Summary The Hawaii Emergency Management Agency’s (HI-EMA) Logistics Branch provides planning, supply chain, facilities, and transportation services necessary for HI EMA to respond to and recover from disasters and emergencies.
Branch staff are multi-functional specialists capable of performing any of the four (4) designated support functions.
This position oversees facilities and warehouse spaces owned or operated by the State and is responsible for assigning tasks and duties to subordinate employees to meet the logistical needs and expected readiness standards in preparation of possible future incidents.
Activities include directing the allocation of materials, supplies, and products, inventory and facility management, receipt and shipment of goods, transportation management, and identifying areas of improvement and proposing improvements to management.
This position also serves as a State Emergency Response Team (SERT) and Emergency Response Team (ERT) member during emergencies and disasters.
Minimum Qualification Requirements KNOWLEDGE: Knowledge of the purposes, principles, and practices of operational or disaster planning, State of Hawaii Emergency Management laws, and Federal laws affecting State emergency management administration, methods, and techniques.
Basic knowledge of inventory management and logistical functions to support the State and county needs.
SKILLS / ABILITIES: Ability to do simple arithmetic computations and effectively communicate through oral and written communication; demonstrate good functional working skills in computer software applications; establish and maintain effective working relationships with fellow employees and vendors; and ability to maintain accurate record of all transactions and movement of items.
EDUCATION: Graduation from high school.
Ability to acquire certifications for assigned duties and equipment as needed.
EXPERIENCE: One (1) year work experience in a warehouse or stockroom environment handling freight or bulk supplies/materials including the operation of 3,000-4,000 pounds four-wheel forklift equipment; and two (2) years of progressively responsible professional experience which demonstrates knowledge of disaster assistance programs and participation in the operations of an emergency operation center.
Applicant must possess a valid license to drive in the state of Hawaii.
This requirement is due to the potential for independent travel at all times of the day or night during activation, deployment, and other transportation requirements during emergencies.
Must be a Certified Forklift Operator.
The warehouse environment is dusty and noisy; doors are frequently open, causing drafts and interior temperature changes; interior floors near entrances and exits may become slippery during wet weather conditions.
The Distribution Worker Supervisor will have to handle merchandise and working tools with sharp edges.
The SEOC is a closed environment without windows.
The State warehouse is a partially indoor and partially outdoor environment with differing temperatures and weather conditions.
The facility requires continuous maintenance and improvement.
Incumbent must be able to work in such an environment.
Other EOC locations may be activated as necessary.
Able to work effectively and efficiently in an open office/warehouse environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations.
Conditions of work require the ability to be available at all times for additional hours of work with little or no advance notice, including weekends and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.
Other Information This position is exempt from the civil service and considered temporary in nature.
Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative your department head or designee at any time.

Premium Conversion Plan Participating exempt employees may increase their take-home pay by having the State deduct the cost of health care premiums before payroll taxes are withheld.
Flexible Spending Accounts Eligible exempt employees can reduce their federal and state income taxes and social security taxes by setting aside money from their paychecks to pay for eligible out-of-pocket health care expenses and eligible dependent care expenses on a BEFORE-TAX basis.
Transportation Benefits Participating employees may increase their take-home pay by having the State deduct qualified transportation expenses (i.

) through pre-tax payroll deductions.
Deferred Compensation The State offers exempt employees a tax-deferred retirement savings program.

Temporary Disability Insurance Qualified exempt employees may be eligible to receive partial wage replacement, at no cost to the employee, for a disability caused by a non-work related injury or illness under this program.

Training & Continuing Education The State supports developmental activities related to an exempt employee's work.
