Position Specific Description Recruitment Number 24-038TY, Information Technology Specialist VII (Networking/Telecom), SR-28, Honolulu, O`ahu.
Summary of Duties This position is the branch chief and is responsible for the management of multiple sections that work with Information technology (IT) that is critical to the daily work of the Judiciary's business units, including the courts and the administrative departments.
The work includes management, planning, supervision, hiring, analysis, project planning, documentation, procurement, user account management, and general support of this IT.
The position spends a greater proportion of its time working on management, supervision, analysis, planning, and documentation, but may also be expected to assist in other areas as part of a project or in regards to trouble tickets.
Minimum Qualification Requirements Education Requirement: Graduation from an accredited college or university with a Bachelor's degree.
Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis.
To be acceptable, the experience must have been of such scope, level, and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Specialized Experience Requirement: Three and one-half (3½) years of progressively responsible professional work experience in information technology which involved the analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, web or network infrastructure equipment.
The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment; and personal computer, server, mini and/or mainframe operating systems.
At least one (1) year of the required specialized experience must have been at the fully-competent level comparable to the Information Technology Specialist III level in state/county government.
Selective Certification Requirement - Telecommunications: Of the required three and one-half (3 ½) years of Specialized Experience, two and one-half (2 ½) years of experience must have included work in the design and/or management of telecommunication systems.
Supervisory Experience Requirement: Two (2) years of experience in computer systems analysis, and/or computer programming which included: 1) planning and directing the work of others; 2) assigning and reviewing their work; 3) advising them on difficult and complex problem areas; 4) timing and scheduling their work; and 5) training and developing new employees.
For the IT Specialist VII level, administrative aptitude rather than actual administrative experience may be accepted.
Administrative aptitude is the demonstration of aptitude or potential abilities for the performance of administrative duties through successful completion of regular or special assignments or projects which involve administrative problems (e.
g.
, in planning, organizing, promoting, and directing a program providing staff advice and assistance); interest in management demonstrated by the performance of work assignments in a manner which clearly indicates awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of principles, which were learned, to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; or by success in trial assignments to managerial and/or administrative tasks.
Substitutions Allowed: 1) Possession of a bachelor's degree from an accredited college or university in computer science or in another major which included completion of course work comparable to a major in computer science may be substituted for six (6) months of the required Specialized Experience.
2) Partial completion of a master's degree program in computer science from an accredited college or university may be substituted on a month-for-month basis up to a maximum of one (1) year for the required Specialized Experience.
3) Possession of a master's degree in computer science from an accredited college or university may be substituted for one and one-half (1½) years of the required Specialized Experience.
4) Possession of a Ph.
D.
in computer science from an accredited college or university may be substituted for two and one-half (2½) years of the required Specialized Experience.
5) Excess staff specialist, supervisory and/or administrative experience of the types and quality described below may be substituted for Specialized Experience on a year-for-year basis.
6) Excess administrative experience of the type described below may be substituted for Supervisory Experience on a year-for-year basis.
Staff Specialist Experience: Professional work experience as a staff specialist in a highly specialized area of information technology which involved providing services for a variety of programs and systems, such as database management, telecommunications networking, operating systems, IT security or other comparable area, or for a highly complex and major system involving integrating multiple systems and/or multiple system components that have a major effect on the work of the organization; the delivery of multiple purposes or functions, servicing multiple users and/or jurisdictions with differing needs, is utilized by large groups of users, requires on-line (real-time) interfaces, etc.
; and is regarded as the technical expert by other agencies for the specialized IT area or system in resolving or assessing controversial or precedent setting issues concerning the specialty area.
Administrative Experience: Experience in computer systems analysis or computer programming work which included, in addition to providing overall technical guidance and leadership, the responsibility for planning, directing and coordinating the activities of a major information system.
The experience must show active participation in and full responsibility for such administrative functions as: 1) program evaluation and analysis; 2) development of budgetary justifications; and 3) policy formulation and implementation.
