Have experience operating as a non-kinetic fires targeting planner.
Essential Responsibilities: Target Development and Analysis: - Identify, assess, and prioritize non-kinetic targets, focusing on cyber, electronic warfare, and information warfare elements.
- Analyze adversary capabilities and intentions to inform targeting decisions.
Demonstrate the ability to translate Centers of Gravity, Critical Factors, and Target Systems Analysis into joint targets.
-Solicit entities of interest for basic, intermediate, and advanced target development in collaboration with the Director for Intelligence, Targeting Division, Interagency, and Allies and Partners.
- Maintain Candidate Target Lists focused on non-kinetics for USINDOPACOM OPLANs.
Operational Planning: Collaborate with interagency partners and develop operational plans to execute non-kinetic effects targeting.
Align actions with strategic goals and objectives of the USINDOPACOM.
Command Integration: Facilitate the conduct of a theater-level non-kinetic fires working group.
Advocate for the employment of non-kinetic fires in the Command’s joint targeting coordination working groups and joint targeting coordination boards.
Facilitate the transition of multi-domain tasking orders to non-kinetic duty officers.
Collaboration: Work closely with intelligence, cyber, and other functional experts to synchronize efforts and achieve desired effects.
Foster relationships with external stakeholders, agencies, and partners to enhance mission success.
Demonstrate the ability to work with other Departments and Agencies to grow the community of interest and create effects.
Targeting Tools and Technologies: Utilize state-of-the-art targeting tools, technologies, and methodologies to maximize non-kinetic effects.
Stay current with evolving capabilities and threats in the information environment.
Assessment and Feedback: Continuously assess the effectiveness of non-kinetic effects and adjust strategies as needed.
Provide feedback and recommendations to leadership for course correction.
Demonstrate an ability to manage open source information and intelligence for positive identification and effects assessments through a collection plan and collaboration with intelligence centers.
Minimum Requirements: Bachelor's degree Proven experience in non-kinetic effects targeting, information operations, or a related field.
Strong understanding of cyber, electronic warfare, and information warfare concepts and operations.
Knowledge of targeting processes, principles, and methodologies.
Excellent analytical and critical thinking skills.
An ability to describe significance, provide context, and describe risk.
Strong communication and collaboration abilities.
Demonstrate an ability to present a logical argument for the application of non-kinetic actions.
Demonstrate excellent time management skills.
At least 10 years of combined experience working in military operations on an operational staff or at the tactical maneuver unit level with a focus on non-kinetic fires and/or targeting.
At least 3 years of experience on a senior military staff (Combatant Command, Service Component, Joint Staff) At least 3 years of experience supporting operations in the Indo-Pacific AOR.
Knowledge of USINDOPACOM plans, policy, and strategy and an understanding of joint integration linkages to parallel national interests and component command operations.
Demonstrate excellent written and oral communications, organizational knowledge management using technology based systems, operational assessment, intelligence collaboration, and joint planning and oversight process.
Must have an active Top Secret clearance and be SCI eligible.
Note: US Citizenship is required to obtain a Top Secret Clearance.
Preferred Qualifications: Experience in coordinating with other Department of Defense (DoD) entities, including the Joint Staff, the Office of the Secretary of Defense and USINDOPACOM's Service Components.
Joint Professional Military Education (JPME).
Some knowledge of the military capabilities of the People’s Liberation Army and/or the Korean People’s Army.
