You will use your strong foundation in spectrum to manage the wide variety of systems used by the Navy and their associated spectrum requirements.
Day to day work will include the analysis of technical data for communication equipment/systems, radar systems, passive and active sensors, Electronic Attack, Electronic Warfare, and others systems, submitted through the coordination chain to eliminate conflicts in frequency assignments.
Specific work will focus on the review and coordination of a variety of frequency requests and taskings at the National level.
Your knowledge of radio equipment and radio propagation characteristics aids in the review and coordination of National level requirements within the United States and Possessions.
The position will provide you with a unique experience through the chance to work with systems utilizing the entirety of the radio-frequency spectrum from direct current to daylight.
You will work with minimal oversight in the coordination with appropriate federal, non-federal, military and other government officials.
You will also proactively address concerns submitted through the frequency deconfliction chain and will support education, outreach, and policy review and development, as needed.

Senior Spectrum Manager Responsibilities Include: Submit spectrum requirements in SFAF format via SXXI to respective Spectrum Management Offices (e.
g.
, NMSC, NTIA, or other) in accordance with applicable manuals, regulations, and instructions.
You will be responsible for managing the Navy and Marine Corps Frequency Review Program IAW NTIA Manual, Annex F.
Coordinating spectrum requests with applicable agencies and or appropriate offices such as an area frequency coordinator.
Provide Fleet Spectrum Managers guidance and assistance in building and maintaining Carrier Strike Group (CSG), Amphibious Readiness Group (ARG), and Expeditionary Strike Group (ESG) OPTASK COMMS for deploying fleet forces and Afloat Radar Plans/Restrictions.
Provide guidance and assistance to Naval Forces in submission of Tactical Air Navigation System (TACAN) requests and/or with the administration and assignment of Homer and Land Launch (L/L) frequency assignments for ships.
You will be required to coordinate, respond to, investigate, isolate, and resolve reported electromagnetic interference (EMI); ensuring proper use of RF detection equipment (e.
g.
, PR-100 or PR-200).
Liaise/meet with Installation Spectrum Managers (ISMs) or designated spectrum representatives to discuss periodic reviews of frequency assignments and other related spectrum issues.
You will be required to assist in the planning, coordination, and execution of spectrum site surveys as defined by the command to conduct site surveys.
Provide technical reviews of documents related to spectrum management (e.
g.
, Instructions, Manuals, and Regulations, policy papers, etc.
).
As assigned, provide technical support for all necessary meetings to provide and obtain information relating to DoN spectrum management support; you will be required to draft and disseminate meeting minutes.
Minimum Qualifications and experience: Graduate of the Interservice Radio Frequency Management School (IRFMS) or The Army Spectrum Management Course or have a BS/BA Degree from a from an accredited university.
10 years’ of work-related experience.
Must be able to obtain/maintain a Top Secret (TS)/Sensitive Compartmented Information (SCI) US Government Clearance.
(Note: US Citizenship is required to obtain a TS/SCI Clearance.
) Desired Experience: Knowledge of the National Telecommunications and Information Administration (NTIA) system frequency assignment process.
Knowledge of any of the following GEMSIS software applications: Equipment Location Certification Information database (EL-CID), Host Nation Spectrum Worldwide Database Online (HNSWDO), and Joint Spectrum Data Repository (JSDR).
Experience coordinating with national level spectrum management offices like Army Spectrum Management Office, Air Force Spectrum Management Office, FAA, etc.
Experience reviewing OPTASKCOMs.
Experience conducting site surveys.
Experience utilizing direction finding equipment (i.
e.
, Rhode & Schwarz PR-100/PR-200) to detect/resolve electromagnetic interference (EMI).
