The Access Control Technician will support the customer effectively sustaining its security posture(s) and provide day-to-day access control for all personnel requiring access into USINDOPACOM controlled spaces and classified information.
Duties and Responsibilities: Assist with records management, Freedom of Information Act (FOIA) reviews, general security training and briefings; Assist with routine inspections and self-inspections; Validate the need for access, verify an individual’s security clearance and create/program badges for access; Be knowledgeable and proficient with the review of personnel security clearances using the Defense Information System for Security (DISS) or its successor systems to ensure personnel requiring access to classified information and certified classified spaces have the proper clearance eligibility; Be knowledgeable and proficient in the operation of an Integrated Physical Security System (IPSS) and able to create and program access badges, troubleshoot access issues, run reports, trace, and perform other functions through the IPSS; Track and account for all access badges issued and coordinate badge return as needed; Ensure all badges that are lost or stolen are properly terminated and documented as required; Execute all temporary access policies, processes and procedures set in place.
This includes access for visitors (foreign national, non-governmental, state, etc.
), exercises, conferences, and/or any other special event requiring temporary access; Assist in the development and implementation of specific access procedures based on the event taking place as required; Coordinate with the Foreign Disclosure Office, Special Security Office, Directorate Security Managers/Action Officers, and outside agencies for relevant information to execute the Access Control Program; Provide security briefs for personnel requiring access; Maintain access control of all entrances, exits and internal doors; Periodically inspect perimeter doors and card readers for proper operation and/or tampering; Monitor surveillance cameras, alarms, and door readers for suspicious activities and coordinate with base law enforcement for an appropriate response; Complete incident reports as needed and maintain a daily log of security activities; Implement lockdown procedures in accordance with Active Attacker, Anti-Terrorism and Force Protection (AT/FP) Emergency Action Plans and post proper signage on all doors as required; Implement Fire, Medical, Inclement weather Emergency Action Plans as required; Must be able to communicate clearly and conduct themselves professionally to assist customers.
Customers are both civilian and military staff members of all ranks and service levels; Provide timely reporting and referral of security concerns identified by subordinate elements to enable effective response and mitigation by investigative and command authorities; and Contact the Command Security Manager or the Chief of Security when questions arise that he/she is unable to answer.
Minimum Requirements: Bachelor’s Degree from an accredited college or university At least four (4) years of administrative experience and knowledge of DoD Security programs Must have excellent communication skills, both written and oral, due to high level of interface with various levels of authority, rank, both military and civilian, Government service representatives, law enforcement, security, etc.
Must be able to bend and lift a minimum of 20 pounds (lbs.
) Must possess a driver’s license Proficient at authoring analytical and/or policy documents Proficient in Microsoft Office applications (Word, Excel, PowerPoint) Must have an active Secret clearance, with Top Secret eligibility later during employment.
Note: US Citizenship is required to obtain a Secret Clearance.
Preferred Qualifications: At least 3 years of experience working in military plans At least 3 years of experience in a senior military staff office (Service HQ, Combatant Command, OSD, JS) Must possess a Hawaii driver’s license Knowledge of the Indo-Asia-Pacific region Experience conducting research on a range of topics and functional areas Have an active Top-Secret security clearance, with SCI eligibility later during employment Preferred Knowledge and Skills: Communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.
The salary range for this position is $75K to $110K (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.
