Lynker is searching for Policy, Planning and Evaluation Support to support the National Oceanic and Atmospheric Administration (NOAA) Office of National Marine Sanctuaries (ONMS) Papaha naumokua kea Marine National Monument (PMNM) and Pacific Island Region (PIR).
The position will work out of the IRC in Honolulu, HI.
Core responsibilities of the Policy Specialist II include the following, but are not limited to: Provide coordination and continued development support for the PIR (PRI) or PMNM Evaluation strategy and the revised joint PRI or PMNM Management Plan(s).
Assist in implementing and testing existing evaluation strategy methods.
Assist in coordination with partner agencies in the collection, management, and analysis of data for identified evaluation purposes.
Assist in the development and production of annual review of Management Plan implementation.
Assist in preparation of a five (5) year State of the PMNM Report based on the information in the annual reports and other evaluation data .
Assist in coordinating the review of agency policy documents and the joint Management Plan.
Help facilitate meetings with partner agencies to identify changes and updates needed to agency policy and the Management Plan based on evaluation data and other sources .
Assist management with development of agency policy and plans, including writing proposed regulations and environmental impact statements, assisting with permit review and writing, assisting with plan review and drafting responses to public comments, staffing public meetings, assisting with the development of focal area plans for key management plan action areas such as outreach and education, interpretation, and research plans, assisting with development of site resource requirements, and other related tasks.
Assist with the development of PIR (PRI) or PMNM step down plans that are called for in Management Plan.
Assist site leadership and the Sanctuary or Reserve Advisory Council (SAC/RAC) to plan and carry-out quarterly RAC meetings.
Qualifications of the Policy Specialist II: Required: Bachelor's degree in conservation biology, environmental sciences, geography, environmental planning, physical or marine biological sciences, social sciences, or other related field.
Three years experience supporting natural resources planning efforts, including but not limited to writing evaluation documents, and supporting the development of management plans.
Experience working with multiple agencies, organization of projects and effectively communicating complex ideas and issues to managers and other staff.
Ability to work with site managers and partner agencies in the development of focal area and strategic plans such as outreach and education, and research coordination plans for one or more sites in the PIR.
Knowledge of project tracking, evaluation and monitoring techniques and tools.
Understanding of issues with data collection and analysis.
Working knowledge of principles of natural resources or cultural resources management.
Working knowledge of the practices and principles of planning and the development of planning documents.
Ability to implement and manage projects.
Excellent Microsoft (MS)Word, Excel, and PowerPoint skills.
Outstanding English verbal and written communication skills, attention to detail, organization and time management skills.
Ability to learn quickly and gain new skills.
Strong analytical and problem solving capabilities.
Ability to work under short deadlines and changing priorities.
Comfortable working as part of a team, and ability to multitask.
