*Job Purpose**:*
This position is responsible for managing outside plant (OSP) engineering activities for strategic projects and initiatives, maintenance activities and underground infrastructure.
This position will provide leadership and development for the OSP Engineering teams while ensuring proper network designs are engineered in a manner that meets customer demand for service delivery, internal build schedules, provides for future growth, and falls within budget parameters.
This position will develop and maintain reports to measure performance, adherence to SLAs, and budgetary analysis.
Managing and scheduling contract resources may also be required.
*Essential Functions**:* * Provide leadership for operational activities such as developing engineering plans that support builds for strategic projects and underground infrastructure * Drive the design and implementation of engineering plans that support capacity relief, maintenance activity, and network upgrades; verify the plans are generated with input from the OSP Engineers and Planners Drive process initiatives to enhance service quality and address service delivery opportunities within OSP Engineering and across functional areas * Oversee the development of complex customer solutions, Federal assistance projects, new network products, and other critical business cases centered around the network design and build * Ensure service order deadlines are met from an assignment and dispatch perspective in order to meet customer commitments * Manage vendor relationship and SLAs for onshore and offshore engineering contractor resources * Collaborate with other utilities, manage the permit and pole attachment process and manage relationships with other utility providers and municipalities * Collaborate with others to assist in planning decisions and project management activities * Monitor metrics for Engineers; prepare and track issued work orders against the budget; schedule and ensure proper allocation of capital and expense dollars * Demonstrate leadership and decision making skills when dealing with direct reports, contractors, customers, and peers Interact with other departments to report the progress of work in a timely and professional manner * Drive both performance and process improvement * Manage and coordinate work with subordinates; responsible for development plans and cross-training to broaden the knowledge base within the team * Develop a good rapport with the other teams in order to leverage synergies between departments *Education**:* Four years of College resulting in a Bachelor's Degree or equivalent Degree in electrical, civil, mechanical, structural, or Computer Science engineering preferred *Relevant Work Experience**:* 8 to 10 years in related field *Special Knowledge, Skills and Abilities**:* * Experience in managing direct reports * Experience in telco planning, and project management advantageous * Demonstrated successful experience in telco engineering or construction or related industry required * Experience in project management advantageous * Demonstrated leadership of a team to achieve documented results * Working knowledge of technical standards and regulatory requirements that impact the reliability of the network * Highly developed analytical and problem-solving skills * Working knowledge of outside plant facilities * Understanding of the construction and planning processes * Familiarity with the latest technologies including, but not limited to, GPON, Ethernet, DWDM, dark fiber deployments, AAIS-DS or TBS v3.
0 or higher AAIS-NB G/Technology * Some financial skills to assist in making good business decisions * Strong technical knowledge and skills * Strong oral and written communication skills are necessary to interact effectively with other process groups * Vendor management skills * Ability to multi-task at a fast pace and make quick situational assessments *Supervisory Responsibility**:* This position has one or more employee direct reports *Work Environment**:* Work may be performed in various locations under varying conditions Salary Range: $90,000 - $135,000 _We were made aware of an employment scam in which a third-party is creating false communications under the Hawaiian Telcom name.
