gov Duties Summary The Coronavirus Response and Relief Supplemental Appropriations Act, 2021 and the Consolidated Appropriations Act, 2021 apportioned COVID relief funds to state Departments of Transportation (DOTs) to enable State DOTs to continue their core functions and deliver transportation projects with significant job creation potential and economic benefit.
COVID relief fund projects will consider Title 23 eligible system modernizations such as broadband, traffic signal upgrades, and preparations for Connected Autonomous Vehicles (CAVs) that can potentially position the State for economic recovery.
These COVID relief funds are meant to reduce the impact of highways revenue disruptions due to the COVID-19 pandemic, must be spent on Title 23 eligible activities, and must be obligated by September 2024.
The COVID Project Manager will be responsible for all phases of project management related to the COVID relief funds including, but not limited to: planning; feasibility/due diligence studies or assessments; coordination of consultant services such as appraisal, architectural and engineering design, land mapping and survey, construction management, conveyance of land titles; and, other related development duties.
The position reports directly to the Deputy Director of Highways to advise and assist on the administrative and fiscal management of the COVID relief funds in accordance with federal guidance.
A.
Project Assessment and Evaluation Identify projects that fit the eligibility requirements for COVID relief funds and coordinates assessment of the economic impact of these potential projects with stakeholders such as the Governor’s Office and the Department of Business, Economic Development, and Tourism.
Research, compile, and evaluate land use ordinances, state laws, general development plans, state plans, and other land uses when preparing proposals and recommendations for projects to be implemented using COVID relief funds.
Review and analyze relevant data, identify data gaps needed to prepare recommendations, and draw conclusions based on their analysis.
Prepare findings to support the obligation of COVID relief funds.
Conduct presentations on prospective projects, including feasibility and other findings, to the Deputy Director and other stakeholders; schedule and present development issues, proposed plans, and information before various audiences including community groups, other government agencies, and the general public to solicit participation in the development process.
Coordinate all project assessment and evaluation activities with the Deputy Director, Highways Administrator, and other appropriate parties as determined by the nature of the project.
B.
Project Planning and Management Plan and coordinate the procurement of studies including, but not limited to, developing marketing strategies, traffic studies, environmental assessments, structural soil studies, survey and topography; prepare leasing agreements with special conditions and use; serve as the project manager for assigned requests for proposals (RFP) and coordinate the advertisements for bids related to COVID relief funds; review and evaluate proposals and bids; recommend selection of consultants and contractors; meet with consultants and contractors to negotiate terms and conditions of agreements; and, administer assigned contracts.
Facilitate financial feasibility assessments including appraisals, financial analyses, cost estimates and pro-forma for development of projects considered for COVID relief funds.
Manage all phases of assigned projects: plan implementation, project coordination, scheduling, conduct of meetings, establishing and maintaining budgets, establishing and adhering to project timelines, establishing goals and project evaluation criteria, and preparation of reports to management.
Manage a team of consultants or assigned Departmental personnel to coordinate approvals needed from government and public stakeholders in accordance with federal, state, and county statutes.
C.
General Duties and Work Planning Develop quarterly and annual work plans setting forth objectives, work activities, schedules, priorities, major problems, and resources required; manage program priorities under established policies and procedures.
Direct and support personnel in carrying out approved work plans, preparing periodic and special reports, and reporting on status of projects.
Supervise and participate in developing legislative proposals, preparing testimony on proposed legislation, and reviewing and commenting on legislation passed; supervise and participate in developing or revising administrative rules; support the development of biennial and annual operating and capital improvement budgets for the Division, including the development of expenditure plans.
Coordinate work with the Deputy Director, Highways Administrator, and applicable branch managers such as Design, Traffic, Planning, Right-of-Way, and Support Services.
Prepare correspondence responding to inquiries related to COVID relief fund project development and marketing.
Develop internal work processes, practices, and forms.
D.
Other Related Duties Provide support to the Deputy Director, Highways Administrator, and applicable branch and district managers.
Perform other duties as assigned.
Minimum Qualification Requirements A.
Knowledge of: Employee must possess knowledge of principles and practices of evaluation techniques; budget formulation and execution; personnel, fiscal and purchasing management; office practices and procedure; principles and practices of supervision; general knowledge of governmental financing and capital improvement analysis.
B.
Skills/Abilities to: Employee must be able to: plan, organize, manage, and coordinate various administrative services, including financial planning and management; read and interpret statutes, administrative rules, technical manuals, instructions, policies, and procedures; apply principles and procedures of written materials to work processes; deal tactfully and effectively with people; manage time and resources appropriately to meet deadlines; maintain effective working relationships with internal and external parties; and employ clear and effective written and spoken communication.

Education Employee must hold a bachelor’s degree from an accredited college or university in public administration, business administration, finance, accounting, economics, or a related field.

Experience Four (4) years of responsible experience which demonstrates the ability to perform administrative assignments involving two or more functional areas such as budget formulation, fiscal management and financial planning, participation in the development of policies, management and execution of a major program or project, and contract procurement and administration.
