Duties and Responsibilities (* denotes essential functions):
*Responsible for day-to-day Outside Plant/Inside Building structured cabling and information technology type of engineering projects.
*Review construction designs, plans and specifications for new buildings and facilities, and major renovation projects to ensure compliance with telecommunications specifications and construction industry code requirements.
*Coordinate and review contractor, sub-contractor, and vendor activities with appropriate University personnel.
Prepare proper notification, planning and coordination documentation between all parties.
*Establish and enforce quality assurance procedures and compliance of such provisions for construction, installation, maintenance and/or repair projects.
*Schedule, coordinate, and conduct inspection and testing of construction and installations.
*Provide on-site supervision of the constructions and installation of telecommunications facilities in new and/or renovated University buildings.
*Field visit, inspect and assess damage or destruction of telecom facilities due to contractor errors during construction.
Coordinate repair and/or reinstallation of services.
*Ensure compliance with the telecommunications cabling contract requirements, specifications, and warranties.
*Conducts in-progress and final inspection of telecommunication and related work to ensure compliance with design standards and quality workmanship.
Prepares inspection punch lists and other written documents as required and recommends final payment.
*Interface with vendors, contractors, consultants, University personnel for coordination, implementation, and completion of projects.
*Coordinates/oversees telecom infrastructure projects/work activities of architects/engineers, subcontractors & UH personnel (FMO engineers, IT Specialists, faculty, researchers & staff) to ensure project/work activities meet UH program objectives.
*Prepare progress reports, construction punch lists, inspection reports, and other reports as requested.
*Prepare/coordinate new and manage existing As-Built drawings/diagrams and documentation on the University's telecommunication infrastructure and cabling.
*Evaluates/updates the UH's telecom infrastructure guidelines based on new practices/products/techniques, & codes/regulations.
Guideline used by contracted engineers & architects to design the telecom infrastructure systems for new/renovated construction.
*Keeps abreast of technological changes in the telecommunications industry and maintains knowledge of the state-of-the-art.
Other Duties As Assigned Minimum Qualifications Possession of a baccalaureate degree in Engineering or related field and 4 year(s) of progressively responsible professional experience with responsibilities for technology infrastructure, engineering; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
Considerable working knowledge of principles, practices and techniques in the areas of telecommunication and/or engineering field as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with telecommunication cabling infrastructure.
Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.
Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials.
Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals.
Demonstrated ability to operate a personal computer and apply word processing software.
For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations.
Knowledge of telecommunications system and infrastructure planning and design.
Knowledge of underground and in-building telecommunications cable and infrastructure construction practices.
Knowledge of the ANSI/TIA/EIA Telecommunication Building Wiring Standards and the BICSI Telecommunications Distribution Methods Manual.
Knowledge of the National Electric Code; National Electrical Safety Code; applicable local electrical codes, regulations, policies, laws and ordinances.
Ability to work outdoors, subject to adverse weather conditions, dirt, dust, noise, fumes, rough terrain, heat, working in confined spaces, maintenance holes, ladders and platforms.
Ability to work a variable work schedule; and work outside normally scheduled work hours including day, night, weekend and/or holiday hours, as directed.
Desirable Qualifications Current Registered Communications Distribution Designer (RCDD) designation from BICSI.
Understanding of a wide variety of telecommunications and network technologies and their likely future development.
Knowledge of and ability in the application of Outside Plan (OSP) and In-Building cabling and infrastructure design.
Knowledge of the existing building infrastructure supporting the University’s technology requirements, including principles and practices of the University’s facilities management and engineering organization.
Knowledge of the University of Hawaii and its organization, policies, and procedures.
Knowledge of Networking principals.
Functional Knowledge of AutoCAD, Bluebeam Revu, Acrobat Professional or other types of drafting/coordinating programs used on construction projects.
