Salary Range: $100,000 to $140,000 per year Fuels QC Manager SUMMARY: Responsible for coordinating, overseeing and documenting the quality control program on POL projects with an emphasis on fuel tank and pipeline construction, as well as identifying, analyzing and developing improvements in productivity, client relationships, and customer service, as they relate to the quality management system.
DUTIES AND RESPONSIBILITIES: Promote quality achievement and performance improvement throughout the project.
Oversee the implementation of project specific construction Quality Plans at job locations.
Perform project site audits and ensure adherence to company SOPs/policies, project plans and specifications, and confirm as built drawing completions.
Lead quality investigations on project issues as they arise at construction projects.
Document construction quality control through the project and maintain reporting requirements including photo documentation and written reports.
Gather and maintain Leadership in Energy & Environmental Design (LEED) submittals for applicable projects.
Lead the communications on customer concerns regarding construction quality and coordinate appropriate adjustments with applicable Construction and Management teams.
Prepare and conduct preparatory and initial meetings.
Gather and submit required material submittals after comparison to plans and specifications and maintain submittal registry.
Check material and equipment received against approved submittals, plans and specifications.
Receive daily reports, including reports from subcontractors, from Site Superintendent and/or SSHO for inclusion into daily report.
Submit Daily QC report to client and distribute internally to project team (on USACE projects in QCS).
Document work progress on site and quality control issues via job notes, photos, and meeting minutes.
Maintain QC Deficiency log.
Issue deficiency notifications.
Maintain red-line or as-builts on project site.
Generate RFI’s in conjunction with Project Manager.
Generate and disperse Government inspections and sign-offs.
Maintain daily reports in binder for Client personnel.
Maintain testing log.
Schedule third party testing and collect, submit and maintain all reports.
Generate and maintain punch list for sub-contractors on site, monitor completions and collect signed punch list completion sheets.
Develop, schedule and conduct for owner training as necessary.
Gather, and prepare and submit O&M data.
Performs other related duties as assigned by management.
SUPERVISORY RESPONSIBILITIES: This job has no supervisory responsibilities.
QUALIFICATIONS: High school diploma or general education degree (GED), or 15 or more years of related field experience and/or training, or equivalent combination of education and experience; OR Associate degree (AA) in Construction Management/Engineering/Science or equivalent from a two-year college or technical school, and 10 or more years project related construction experience, or equivalent combination of education and experience; OR Bachelor's Degree (BA) in Construction Management/Engineering/Science from four-year college or university, and 8 or more years project related construction experience or equivalent combination of education and experience.
Certificates, licenses, and registrations required: Completion of United States Army Corp of Engineers, Construction Quality Management course.
Computer skills required: Proficient computer skills including but not limited to Microsoft Office and other applicable programs.
Thorough knowledge of federal construction and contracting and experience executing construction contracts for USACE, NAVFAC, USAF or other Federal Agency is required.
Registered Professional Engineer (PE), Project Management (PMP) and/or Leadership in Energy and Environmental Design (LEED) certification is preferred.
Ability to effectively work with a team to achieve project goals.
Ability to make own decisions and take responsibility for the outcomes.
Willingness to embrace personal and professional development.
Excellent communicator and author of reports for quality control documentation.
Knowledge of construction related technologies, quality activities and quality auditing.
Ability to read and understand engineering design drawings, specifications, and applicable technical instructions, plans and reports.
Familiar with a variety of field concepts, practices, and procedures.
Proficient computer skills including but not limited to Microsoft Office and other applicable programs.
